Thoughts wanted: PvP

Dear players,
We have been putting together our thoughts on Character vs Character conflict, and we would like your thoughts on our initial draft. You can ask us questions and make comments on the public channel, and by +request. So, what do you think of the below?
While Shards of Amber is largely a Character vs Environment game, sometimes PCs will end up in conflict, and the following are true:
* PCs are special. For reasons that may or may not be clear in-character, gifts and talents do not automatically work on other PCs: they may choose not to be persuaded by a social persuasion gift, for example. Any opting-out should happen before the rolls, however. Such gifts may still be used for a bonus, but the PC who accepts the talent or gift being used can say beforehand what their limits are.
* PCs may choose not to interact with a Character vs Character plot: nobody can enforce this on them. However, if they use coded conflict, then they are bound to stick by the results of that, subject to the results being reasonable.
* BOTH PCs involved should roll using the +attempt code. If both succeed, then both get something.
If there is a disagreement that players cannot resolve, either one is welcome to use the +911 emergency command (help +911) or askstaff (help askstaff).
