Bulletin board system for posting and reading messages.
This is used to post messages to everyone in the game. The bulletin boards
are public which separates them from mail or private messages. It is possible for a
player to edit a post that they made, but not for other players to edit that post.
Players may subscribe to boards to receive notifications of new posts. Players may also
unsubscribe from boards they no longer wish to receive notifications for.
Admins cam create new and delete boards. Admins can also pin or archive posts to keep
them visible or hide them from the main view.
